oversight of the TH212 Design/Build Project. The Trunk Highway (TH) 212 Design-Build Project consists of the
realignment of 11.75 miles of a controlled access, four-lane highway with 31 structures with interchanges and
overpasses.
Project Controls Manager and Lead Scheduler: Puerto Rico Highway and Transit Authority forTrèn Urbano Design
Build valued at $2.5B, As Program Control Manager, supervising a staff of fifteen, Ava provided oversight of project
scheduling, cost engineering, earned value reporting, cash flow planning, estimating, change & claims analysis to the
Puerto Rico Highway and Transit Authority. The firm’s responsibilities include preliminary design, construction
management and technical oversight during construction of a 17.5 kilometer, 16 station, heavy-rail rapid transit
system. The design/build construction for this $1.675 billion dollar project consists of at grade guide way (open cut
and retained cut), elevated (segmental bridge) guide way, twin EPBM and NATM tunnels as well as construction of
maintenance facilities, operations, command and control centers.
Lead Construction Scheduler and Claims Analyst: Massachusetts Bay Transit Authority for Russia Wharf Silver Line
Extension Construction Services valued at $275M served in the capacity of senior project controls engineer,
providing scheduling oversight and claims support to the MBTA as part of the firm’s technical services during
construction. The transit system is a $485 million 3-mile underground transit system
Project Controls Manager: for Greenbush Old Colony Rail Extension Design Build valued at approximately $485M.
As the Program Control Manager, Ava is managing a team of schedulers, cost engineers, project controls
specialists and document control specialists as well as quality assurance as part of the MBTA’s program
management team for the Greenbush Design/Build Project. The Greenbush project will restore commuter rail
service along an 18 mile corridor, serving several coastal communities in Boston’s south shore. The project involves
reconstruction of a largely out-of-service railroad, (1.5 active local freight), and includes 4 controlled passage
sidings, 7 new stations, new signal and communication systems and an end of line layover facility. Also included in
the project are 9 single span railroad bridges, 2 roadway bridges, 4 new grade separations and an 800’ long cut
and cover tunnel
Manchester School Facilities Improvement Program, City of Manchester, New Hampshire: As the Program and
Construction Management Department Manager, Ava was responsible for oversight of the document control and
scheduling staff, providing project controls support and contract change analysis for the City of Manchester. The
$100 million dollar Design Build Finance Program consists of design and construction oversight for all schools
facilities within the City of Manchester.
Facilities Assessment and Capital Evaluation Manager: Expedited and ensured accuracy of $1.5Billion, 253building
inventory assessment and renovation program for Detroit Public Schools. Performed facilities assessment,
programmed renovations, managed a team of more than twenty architects, urban planners and building inspectors
to evaluate all 263 schools presently being operated by the Detroit Public Schools System. The goal of this
evaluation was to ascertain candidates for investment or consolidation, and develop work packages for renovating
and/or remodeling each facility as part of the overall five year $1.2 billion dollar capital improvement program.
